    Democracy as we know is a government of active majority and for democracy to achieve its core aim of delivering good governance and promotion of human rights; then the majority must be actively involved. Why I choose active Citizen Participation as an ingredient needed to improve Nigeria’s democracy cannot be far-fetched because for now the level of apathy on the side of the citizen is too, high most especially the young people that makes up the vast majority of those that are supposed to be active participant in the democratic process. They do not understand national issues or even care to know what is expected from the elected officers, so how do we engage the leadership if we do not understand the issues ourselves. Every day I see the passion young people put in football following, they can call the first 11 team of any team in the English Premiership but do not know the name of their Councilor, or even know the real issue happening at home, and when issues of national interest comes up, they all discussed based on emotions, sentiment or what a particular journalist wrote which they are not really sure it is correct, because they themselves has not avail themselves with facts and figures. So to improve our democracy through engaging our leaders and holding them more accountable and responsive, there must be active citizen participation, these present culture of ‘ he no concern me….i no wan die….i no be sabi sabi’ must change.

    “…Orderliness is the First step in Heaven” There is no orderliness without Code of conduct or what you can as well called Constitution. Democracy is all about quality representation and participation of the people, as i was thought…. Active Participation link in Nigeria democracy is very weak more especially on the side of the youth. We youth’s believe to some extent that Political leadership in Nigeria is met for a particular Age fraternity(elders) by courtesy of our Constitution. Now, to improve our Democracy, Constitution Amendment becomes the issue. That constitution Age barrier were a youth At the age of 18, can vote but can not be voted for, should be amended to give us more chances to effect more positive changes in our Democracy….

    No democracy can ever be achieved without the people’s participation. Remember. to achieve democracy we must all work as a team. One of the key things needed to promote Nigerian democracy is the respect for national Values because if we can sustain the Nigerian value which include love, peace and unity among other, it would go a long way to become a culture which once we have all imbibe it will bring a sense of responsibility for us to look after ourselves.

    No democracy in the world can work without a strong, vibrant economy – even if Nigeria gets young people to begin to participate in governance, we still need to ensure a vibrant progressive economy that will put food on their tables, give them quality education and provide for basic infrastructural and social amenities. Participation of youths in democracy is sacrosanct and can not be done without strong economy, hence economic improvement remains one of the key factors that will reposition Nigeria’s democracy.

    It is observed that every year Nigerian government spends billions of US dollars on administrative costs and a little in providing for the development of human resources and empowerment – education, infrastructural resources; foreign and local policies and in promoting rule of law, fighting corruption and other important issues of national importance. The latest divulged facts by Mallam Nasir El-Rufai stated that it costs Nigeria between $2-3million annually to maintain a single Senator while in the United States, President Barrack Obama’s receives around $200, 000. Nigeria pays a Senator N40million in a quarter, we do not know what their seating allowance is. In Nigeria, a Governor’s security vote is around N100million per month. It means that annually about 75% of the total budget appropriated for the year goes into administrative costs. for Nigeria’s democracy to grow our government must streamline administrative cost and re-budget the money in policies that will be beneficial to Nigerians. we need to increase human development, build better and lasting infrastructure and get all sectors and agencies of government to become accountable and responsive.
    Recently, we were informed that the Obasanjo administration left about $50billion dollars in govenment purse and about $28 billion as excess crude oil fund. Then after the amnesty by President Yar’adua’s administration, in one year, Nigeria made about $178billion dollars, a total of not less than $200billion dollars in one year. Where have all the money gone to? Nigeria spent a lot of money to celebrate a 50year anniversary. Nigeria is the only country where a local government chairman buys wrappers worth N500, 000 for widows and spends twice that in hosting a ceremony to give out the wrappers to the widows. We must understand how much we get in a month and how much we spend, cut on spending and save more, then redirect the fund into human, technological, intellectual and economic development. To grow our democracy we must ensure that the Nigerian economy is made stronger, because no democracy will function in a state of blatant bankruptcy. Only when we do this can we be able to shun those factors posing tremendous challenges to our democracy such as – the cult of personality, xenophobia and most recently populism and incessant industrial strikes.

    Goodday my fellow country men/women and democrat compatriots! It is high time we wake up from our slumber and development a positive change of mind as an individual,groups,society and government in order to have a great nation and better society. Nigeria state it’s a case of a proverbial woman, sitting on a goldmine begging for bread? Sincerely we need a change of positive mental attitude and dedicated minds among our leaders and the people they governed. Nigeria democracy can be improved upon good goverance of our Executives, Legislators and Judiciaries show-casing socio-economic development and standard rule of law. Really for Nigeria democracy to be sustained and develop well as a nation against the rancours going on in part of the country and the youth unrest is for the government to build up uninterrupted electricity power plant and seek for good foreign investors to build industries and companies in the country where the large unemployed youth will gainfully be employed. Likewise the government must improve overwhelmingly on mechanized system of farming,mass housing unit and also to create socio-economic development: Good portable drinking water, Good health facilities, Better education conditions, Recreational sports facilities and various youth developments. With these and many more enterprenuership skills,eradicating of corruptions, societal vices and bridging the gap between the rich and the poor for Nigeria to have her say in the commity of nations. With these, I believed Nigeria will be great again as we ignite the constant change we need to develop to greater heights! As the quotes of Rabindranath Tagore says; “Let us not pray to be sheltered from dangers,but to be fearless in facing them. Let us not beg for the stilling of our pain,but for the heart to conquer it. God bless my country. I believed in NIGERIA!!!

    Hello young and articulate Democrat: There are several key ingredients that should be cultivated in other democracy in other to ensure that our country advanced a step further in improving democratic governance. These key ingredients are:
    a. The Political structure, Strength and the Transparency of government institution: our current Political structure needs to be re-structured for effective and viable competition as this will ensure that the best emerges as our leader.when you compare our current Political Structure with that of pre and post independence era you will see a very big deviation from effective participation, competitiveness, charisma, character and clear focus of our then political leaders but today what we have are political gladiators. This is vital because if we don’t remodel this structure we can never have a very credible leader who will take Nigeria out of the woods. We’ve a weak political system that needs to be improve in other to give more strength to our Democracy.
    Another key ingredients that goes together with improved Political structure is the Transparency of government institutions: the Judiciary, the Legislature, the Executive, Security agencies and our Economic institutions will become more transparent because with a viable and competitive Political Structure, credible and transparent leaders will emerge,and with these impetuous and good legacies they will not compromise governance. Transparency will bring in: Accountability, Trust, Responsibility and Responsiveness to urgent national issues. It will also terminate in its entirety suspicion from our various ethic, political and religious entities.
    b. The Constitution of the Federal Republic of Nigeria operates only on the less privileged Nigerians, the rich and very corrupt ones are never sentenced rather they used their ill gotten wealth and bought over the Judiciary. “The Constitution is supreme and its provisions shall have binding effect
    on all authorities and persons throughout the Federal Republic of Nigeria. lets look at some excerpts from our Constitution: ‘The Federal Republic of Nigeria shall not be governed nor shall any person or group of persons take control of the Government of Nigeria or any part thereof except in accordance with the provisions of the Constitution. If any other law is inconsistent with the provisions of the Constitution,
    the Constitution shall prevail and that other law shall to the extent of the inconsistency be void. The Constitution is supreme and its provisions shall have binding effect on all authorities and persons throughout the Federal Republic of Nigeria. The Federal Republic of Nigeria shall not be governed nor shall any person or group of persons take control of the Government of Nigeria or any part thereof except in accordance with the provisions of the Constitution. Accordingly, it shall be the duty of all citizens to resist any person or group of persons who attempt to take control of the Government of Nigeria or any part thereof. Any person who conspires or attempts to take over control of the government of Nigeria or any part thereof is ipsofacto guilty of treason and any person who cooperates or collaborates with him is equally guilty of treason. Accordingly, and further, no decree, edict, dictate, proclamation, order, directive, regulation or other action by whatever name called, by a person or group or persons who have taken control of the Government of Nigeria or any part thereof shall have the force of law; And any person who cooperates or collaborates in the enforcement or administration of such decree, edict, dictate, proclamation, or other order is deemed to be an accessory to the fact of treason.” but today there is a gross abuse of our Supreme constitution by our leaders aided by gross compromise of our legal practitioner. Therefore,this vital ingredient must be improve to deepen our democracy.
    c. The Economy: the viability of the economy of any nation determines and influences the type of policies and programmes that will be initiated by the government. But our current economic arrangement should be re-structure to be a productive economy rather than its current import economy. The economy is a key ingredient in the advancement of good democracy. When you depend on other nations for the sustainability of your country indirectly you have made yourself a perpetual slave to that country, because virtually all your policies must get there approval after being rehearsed on how it will benefit them.
    d. The Electorate: This is another key ingredient that will improve the quality of our democracy. The last general election even with its visible challenges is better off than what it used to be, this is because there is political, social, and governance awareness on participation embarked by the various Civil society organization but it is not yet enough because it still has to be sustained to improve our democracy.
    e. Security: the is another vital ingredient that should be remodeled to be able to meet up with our current security challenges, if we don’t improve on this,our corporate existence will be seriously threatened.
    f.The Civil society groups. From the experience of the last election,it is very obvious that the civil society organization contributed immensely to the huge success recorded. Therefore, it must be improved.
    g.The Press: the passage of FOI bill is a step in the right direction but various government and private institution must endeavor to respect the rule of law because, implementation has always been our major challenge in this country.These are what I called INTERNAL ingredients that must be improve for our democracy to be sustained.

    democracy is a system of government where both the everybody is involved. it is not a thing of a selected few. it is not a system where a few elites or politicians role by their instincts or selfish ambitions. democracy funtions in a way that the representatives of the few actually present the interest of those whom they represent.
    but this is not the case in nigeria. nigerians, especially the youths are not interested in what happens in the country. this is because the average nigerian has lost hope in the government that is not truely concern ed in practicaql about their interest.
    what is key as far as nigerian democracy in nigerian democracy is active participation, but it is absent. this is because nigerians don’t see the government truely in their interest, the law does not stand foor them when it has to, the legislature does not innact laws or handle issues that are to their interest and even when they do, implimentation is nearly zero %.
    but the masses ignoring the government is not the solution. we need to get each other on board, lets fight for our rights and protect our rights too.
    the one way to making nigerian democracy work is by giving the nigerians especially youths a better education , and motivate them to be proactive citizens, and lets all participate in bringing about devediance of democracy to our people.
    nigeria i am sure will be better if we emback on educating the people to participate and also motivate/empower one another by coming together.

    There are a lot of key ingredients that are needed in order to improve Nigeria’s Democracy. These ingredients include strengthening democratic processes, improving internal & external security, improving rule of law, enhancing active youth participation,etc. For the sake of explaining the “why”, I will like to shed more lights on the importance of strengthening the INTERNAL SECURITY.

    In the recent time, issues on the Nigeria’s internal security have been posing great challenges to the sovereignty of our country as a nation. Gone were the day of Niger-Delta Militancy, now we are faced with the Boko Haram, Jos crises, political violence and other types of social unrest in almost parts of the country. We have had cause for the dis-integration of the country but with the divine help of the Supreme Being we are still alive today as the most populous country in Africa.

    If we have to be together as a nation in the 21st century and beyond, our leaders need to solve the problems pertaining to the cases of civil unrest in the country or else our hard earned nascent democracy from the “militari-tocracy” may be shambled!. If not responded to in time, it may likely lead to another coup de tat in which we are not praying for among the comity of nations in Africa and beyond.

    Good day colleagues/ fellow Democrats. This is yet another great time for us to come together to collect thoughts, plans and perspectives that will foster development in our dear country Nigeria. Indeed this is a spring board for us to engage in discussions that can birth in us a greater vision and inspire us to a greater height as we scale the ladder of success. Yes, we’ve come a long way in this pursuit of a very successful democracy and majority of the population has yet to experience tangible improvements in their lives. Also, many may question the practicality of democracy or acquire a distorted understanding of what democracy really entails. They may become susceptible to populist or authoritarian appeals that are camouflaged as democracy. The best way to improve the lot of these people is to achieve greater reform and more complete democracy, not to compromise political or economic freedoms. The paramount need is for better “Participation”- this will make a meaningful difference in Nigeria’s Democracy.

    Participation by citizens and civil society organizations brings meaning and life to democracies. Business groups, like other social and economic interests, have a right and a responsibility to participate in policy making, debate, and other political activities. Business associations, as a key component of civil society, participate by representing business interests, sharing information with government and the private sector, educating the public on economic issues, and making policy recommendations.

    The formula of “let things be” is proving fatal to democracy development in Nigeria. Nigerians should look at the events in Arab countries and others where new approaches to democratic transitions are being witnessed. The role that citizens play and the nature of freedom of expression in modern democracy are changing. If Nigerians can involve themselves in this cause of good governance and democracy development, we can experience a lot of solutions to the problems facing us; this will give us a voice and afford us a greater role to hold the development and government institutions accountable.

    Nigerians must understand the concept of participation as a tool to solving our problems and achieving more in economic development. Participation gives the people the opportunity to fight their problems and make the changes they want. It is also clear that through participation, we can achieve all other ingredients that our democracy needs for proper development. Whether accountability, rule of law, freedom, equality, responsiveness, etc., we can achieve them all through full participation. Thank you once again!

    To add to the point I made earlier, we can achieve democratic development in Nigeria, the people and organizations should:

    1. Establish autonomous grass-roots organizations to promote participatory self-reliant development and increase the output and productivity of the masses.

    2. Develop their capacity to participate effectively in debates on economic policy and development issues. This requires building people’s capacity to formulate and analyze development programmes and approaches.

    3. Promote education, literacy skill training and human resources development as a means of enhancing popular participation.

    4. Shake of lethargy and traditional beliefs that are impediments to development, especially the customs and cultural practices that undermine the status of women in society, while recognizing and valuing those beliefs and practices that contribute to development. Rural and urban people’s organizations, such as workers, peasants, women, youth, students etc., should be encouraged to initiate and implement strategies to strengthen their productive power and meet their basic needs.

    5. Concerted efforts should be made to change prevailing attitudes towards the disabled so as to integrate them and bring them into the main stream of development.

    6. Create and enhance networks and collaborative relationships among peoples organizations. This will have the effect of social involvement capable of inducing social change.

    7. People’s organizations should support strongly and participate in the efforts to promote effective sub-regional and regional economic co-operation and integration.

    Participation as a key ingredient to Democracy development in Nigeria (Part 3)

    Participatory democracy is a process emphasizing the broad participation of constituents in the direction and operation of political systems.
    Participatory democracy strives to create opportunities for all members of a political group to make meaningful contributions to decision-making, and seeks to broaden the range of people who have access to such opportunities. Because so much information must be gathered for the overall decision-making process to succeed, technology may provide important forces leading to the type of empowerment needed for participatory models, especially those technological tools that enable community narratives and correspond to the accretion of knowledge. Effectively increasing the scale of participation, and translating small but effective participation groups into small world networks, are areas currently being studied.

    Today, we can witness the recent event all around the world (Democratic Transition) which emanates from a high rate of people and the introduction of a new wave in participation – “E-participation”. The need for the term has emerged as people are achieving much from the platform.

    A more detailed definition sees e-participation as “the use of information and communication technologies to broaden and deepen political participation by enabling citizens to connect with one another and with their elected representatives.

    The term participation means taking part in joint activities for the purpose of reaching a common goal. This encompasses both trivial situations in which participation mainly has a technical meaning, ”doing things together”. For example, a football team needs 11 players, and dancing often requires two or more people acting in a coordinated manner. But participation, even in trivial situations, also has a goal-oriented aspect which means decision making and control are involved. Participation in political science and theory of management refers to direct public participation in political, economical or management decisions. The two are not completely separated but belong on a spectrum of complexity and context. When participation becomes complicated, decision making becomes necessary. Hence, any participatory process is potentially important for the rule system governing the activities. In terms of points 2 and 3 above, this means that when service processes become complex, the implementation of them will not be in all details based on political decisions but also on what is found to be practical. Such decisions are made in many places in a situated manner. When such practical doings become implemented in government (e)service systems, they will affect decision making, as many changes will later be hard to make simply because existing procedures are implemented in ICT systems and government agencies’ procedures. There are many theories dealing with institutionalization, for example structural theory, Institutional theory, and Actor-Network Theory. These theories all, in different ways, deal with how “ways of doing things” become established or rejected, and how those that become established increasingly affect the ways we “normally” do things.

    If you don’t have citizen participation, you have government choosing what will happen. The only scenario government is required for is to ensure everybody gets their natural rights (health care, security, clean water, clean environment, support in times of trouble, food, etc.) and that justice is served. They also need tor regulate businesses and guarantee jobs. What else does the government have to offer that the people can’t provide for themselves.

    Note: Democracy without the people’s participation is a failure to good governance and economic development.

    E- Participation (continuation)
    Using ICT in the course of democratic participation is particularly attractive to a number of target users, including citizens living abroad, younger generations, and companies and organizations which would otherwise not be able to participate. But ICT also offer a number of other advantages.
    One of the main benefits of e-participation is the flexibility it offers in terms of time and location, as well as the choices made available to the participants. This flexibility can be geographical – in this sense, electronic participation combines the advantages of centralization and decentralization – but flexibility can also be understood in terms of time. Online services can be set up quickly, can easily be adapted to different needs and are more up to date than offline tools.

    The use of ICT in participation can also offer different forms and levels of information, allowing users themselves to decide which services to use, how to access them and what depth of information they wish to have. Personalization allows the users to modularize, customize and personalize their profiles, thus increasing the usability of online services and applications.

    Public participation may also be viewed as accountability enhancing. The argument being that public participation can be a means for the participating communities to hold public authorities accountable for implementation.

    In recent years public participation is seen as a vital part of addressing environmental problems and bringing about sustainable development. In this context the limits of solely relying on technocratic bureaucratic monopoly of decision making, and it is argued that public participation allows governments to adopt policies and enact laws that are relevant to communities and take into account their needs.

    BUDGETING
    Participatory budgeting is a process of democratic deliberation and decision-making, and a type of participatory democracy, in which ordinary people decide how to allocate part of a municipal or public budget. Participatory budgeting allows citizens to identify, discuss, and prioritize public spending projects, and gives them the power to make real decisions about how money is spent.

    Participatory budgeting generally involves several basic steps:
    1) Community members identify spending priorities and select budget delegates
    2) Budget delegates develop specific spending proposals, with help from experts
    3) Community members vote on which proposals to fund
    4) The city or institution implements the top proposals

    JUSTICE
    Advantages of participatory Justice if practiced in Nigeria:

    - It will mark a society as ethical.
    - It can be used to “right” wrongs.
    - It is an alternative to the lack of “public confidence and participant satisfaction in the adversarial justice system”, which has led to “inconsistency and uncertainty, delay and alienation of the community” …
    - It is an alternative to “plea bargaining or dispositional justice”
    - It can “preserve good relations, particularly if the dispute involves neighbors or business contacts.”
    - It is “confidential, unlike court proceedings.
    - It applies civil law rather than criminal law.
    - It is useful where “societies that lack a strong central power, where the State is a weak one, or where the State representatives are far away, people are forced not to apply force.”
    - It will focus on personal relationships.
    - NGOs (Non-governmental organizations) may get involved in the administration of criminal justice.
    - It costs less than civil litigation.

    The term “democracy” originates from the antiquity and denotes “people`s power”. The common feature of democracy is the recognition of people as the source of the state power. We must participate to build Nigeria.

    The nuances of democracy dictates that the people must be the beneficiary of the process and what it represents. The conjectures about participation notwithstanding; it becomes limited premised on the quality of knowledge available to the citizenry that democracy is supposed to serve.

    Churchhill it was who forcefully blurted out that – Democracy id not the best form of governance but I am yet to see a better form of governing the people.’ Thus until then democracy remains it. If a people are oblivious of what there rights and entitlements are then their participation would be limited to that. It’s tantamount to a first timer on an airline who is served a meal and an assorted wine. Afraid of what the cost might be he refuses it and continue to wallow in hunger, not knowing that it is part of what he has paid for. The population of young people on social media platform like this is negligible to the thousands of young persons out there that deserve to have an idea of what a democratic government should represent in their life.

    The key ingredient in a democracy is thus not just participation but a participation premised on specific and not skin- deep understanding on the issue of the day. Take fuel subsidy as a case in point. Do people on the street truly know what this means even though we are in a democracy. If they truly did, then the affairs of Tahir square would have become a child’s place on what would have been the demonstration at the eagle Squares. Happy world youth democracy day to you all.
